. and to underscore that point, which i think does get to what steve said a little earlier, and that is, obviously -- you can have a discussion, and you can have a set of of policies, but we're going to be as good as our national congress setting a floor with legislation. and if california wands to exceed it for whatever or reason, they'll go farther. but the national discussion, and i think the it's one of the priorities in the discussion tomorrow and i think you can get bipartisanship on it. when the background checks were set up because of of what happens at gun shows and everything else, 40% of the guns that are traded or bought are not covered with any background five-day waiting period. that's not a loophole, that's an exemption. and that has to be dealt with so you create a national floor that's comprehensive so what happens in indiana doesn't flood the city of chicago, cook county. and it's essential to underscore that point. >> if i could, it needs to be a national be fix, and it has to be federal preemption because the patchwork of states or cities working by themselves is not effective.

his gun safety measures. texas rep steve stockman issued the warning yesterday saying he will introduce articles of impeachment if obama uses executive order to keep guns out of the hands of criminals. stockman claims a use of that power by the president would be unconstitutional and an existential threat to the nation. this is not the first time he's taken a controversial stance on guns. during his first term in the house, his office was slow to turn over a letter to the fbi that appeared to contain evidence about the oklahoma city bombings. last week, he proposed a repeal of all gun-free zones in schools. it looks like president obama might have to issue executive order if he wants anything done on gun control. joe biden's task force will likely propose a ban on high-capacity clips and on assault weapons but majority leader harry reid says something like that might pass the senate but he doubts it has any chance of passing the house. state governors though are making some progress on new gun laws. new york's andrew cuomo and other lawmakers from the state reached a deal

idea that senator wyden of oregon has been working with us and one, a newer idea that steve and i dreamed up in a bar in italy a few years. first of all, the president has been talking about stimulating the economy with transportation infrastructure investment. ron wyden of oregon and a republican from north dakota have been pushing for a trip bond program, $50 billion to be distributed, $1 billion to every state. we love the program, but it is going to help metro states, urban states. this concept of oregon and north dakota senators is a billion to go out to every state, so little states and big states all get the same benefit. this would be distributed over six years and the cost to the treasury would be paid for. and there would be no debt incurred at the state level. we think that that proposal has tremendous potentials. senator hoeven came by to speak to us last year and wyden last year. mentioned your program and we would love to see it. the next thing i want to put on the table and this should scare the pants off of all of you. this is real and this is jack's work, so you k
